Apartment inspection before the acceptance act

Check the apartment before you accept it.

An independent inspection of a new apartment, house or completed renovation before you sign the acceptance act and make the final payment.

We check the quality of finishes, plumbing, electrics, windows, doors and building services, record the defects we find and prepare a clear list of remarks for the developer or contractor.

Inspections in Tallinn and Harju County. From €299.

01Why

Why an independent acceptance inspection

Even a brand-new apartment can have defects that are hard to notice without experience and a careful check:

  • uneven walls, floors and ceilings;
  • paint and finishing defects;
  • damage to windows, doors and surfaces;
  • incorrectly installed sockets, switches and sanitary fittings;
  • leaks and inadequate sealing;
  • problems with ventilation, heating or underfloor heating;
  • cracks, chips, scratches and unfinished work;
  • deviations from the design or the agreed specification.

Once the act is signed, getting defects fixed can be harder. The best moment to inspect is after the work is finished but before the apartment is finally accepted.

How an apartment inspection works

  1. 1

    You send us the details

    To quote a price we need:

    • the number of rooms;
    • the floor plan;
    • a description of the specification and the work done;
    • the contract, design or construction documents, if available;
    • photographs;
    • the planned handover date.
  2. 2

    We agree the scope and the price

    • exactly what needs to be checked;
    • which specialists are needed;

    We deliver the report

    You receive a structured list of remarks with photographs and recommendations. The standard report is usually ready within 2–3 working days.

06Limits

Good to know

A standard inspection is visual and non-destructive: nothing is opened up and no equipment is dismantled.

Concealed services and structures are checked only as far as they are accessible, on the basis of the documents provided, or with separately agreed diagnostic methods.

A standard Kodukontroll report is an independent record of the inspection. It does not replace a court-ordered expert opinion, an official measurement protocol or the opinion of a certified specialist where such a document is required for court proceedings or a formal dispute.

07FAQ

Frequently asked questions

If your question is not here, write to us. We usually reply the same working day.

When is the best time to inspect an apartment?

After construction and finishing work is complete, but before the acceptance act is signed and the final payment made.

Can I order an inspection after signing the act?

Yes. We can inspect an apartment you have already accepted and help record the defects found. Before the act is signed, however, it is usually easier to get them fixed.

Does the developer’s representative have to be present?

No, but it can be useful: the specialist can point out the defects and explain the remarks on the spot.

How long does the inspection take?

Usually 1.5 to 3 hours. It depends on the floor area, the number of rooms and the scope of the inspection.

Will you definitely find defects?

No. The purpose of the inspection is an objective assessment, not remarks at any cost. If the apartment has been finished well, the report says so.

Can you check that the defects have been fixed?

Yes. Once the corrections are done, you can order a re-inspection.

Do you check concealed work?

Without opening structures, concealed work can only be assessed from accessible elements, photographs, acts and the documents provided. Such work is best checked before it is covered up.

Is the report an official expert opinion?

The standard report is an independent record of the inspection carried out. If you need an official protocol or an opinion from a specialist with a particular qualification, this must be agreed before the inspection.
